and Steve, aware of what is happening, devise a plan. They must
get Robley off the consulate grounds so they can legally take him
into custody. Later that evening, in Robley's room, Steve offers
him millions of dollars in untraceable cash for the jewels. Robley
is interested but doesn't trust him. When Steve suggests he follow
him off the grounds to his contact, Robley gets suspicious.
Pulling a lighter-sized electronic gadget from his pocket, he
pushes a protruding button and a sudden puff of white vapor
explodes in Steve's face, shocking him unconscious. Bound and
gagged, he hides Steve in his bedroom.
